Refuse collection changes

Selby DC are working hard to make sure that refuse and recycling collections take place where possible during current adverse weather conditions.

Green waste collections will be suspended until further notice, allowing those vehicles to be used on the main refuse rounds.

Residents are advised that they should continue to present bins or boxes, where collections have been missed and they will be picked up as soon as possible.

Youth Council for Riccall

Riccall Snow Patrol

Riccall Snow Patrol has been created after the Parish Council appealed for volunteers in the latest edition of the Riccall Beacon. Twenty five local residents came forward to offer their services for snow clearance and gritting within Riccall. RPC has now provided each volunteer with a snow shovel, high visibility wear and gloves and they work as needed to try and keep the central community footpaths as accessible as is possible during the Winter months.

The Council is really thankful to these volunteers for giving their own time and efforts to do something really positive for Riccall and to help all members of the community, particularly those that are more vulnerable. The scheme will be trialled this year, with a feedback meeting in the spring. If you have comments to make, we are always happy to hear them.

National non-emergency number launched

The national non-emergency number 101 came to North Yorkshire Police on 12th December 2011 and replaces the 0845 60 60 24 7 number. Whilst 999 is a well recognised number used to report emergencies, the 2010 British Crime Survey found that only 54% of the public knew how to contact their local police if they wanted to talk to them about policing, crime or anti-social behaviour.

The introduction of the 101 number will offer the public one easy way to contact their local Police force.

The benefits of this new number include:

Calls from landlines and mobile networks cost 15pence per call, no matter what time of day you call or how long you are on the phone.

101 is available 24 hrs a day

When you call 101, you will be able to speak to the force control room via the automated switchboard and information will be acted upon as quickly as possible.

Library may go ahead at the Regen Centre

Riccall Scout group spent some of last weekend helping to plant bulbs all around Riccall, in preparation for next year's Diamond Jubilee. The bulbs have been provided by Riccall Carnival Committee, using some of the proceeds from last year's Dickensian event.

Public Consultation on the SADPD

Selby District Council has announced its preferred options on the Site Allocations Development Plan Document which seeks to allocate land to accomodate various types of development up to 2026, including housing, employment and infrastructure. The SADPD responds to the consultation that took place in January - April this year and sets out those parcels of land that are identified as the most suitable for development.

Residents are invited to read the documents and make their views known. The consultation runs until 5pm on Friday 2nd December 2011. Representations should be made in writing or by email stating the reason for the response with any justification or changes required to satisfy any concerns. Riccall Village Design Statement - views needed!

Riccall Councillors and residents have been working with Selby District Council to prepare a new and updated Village Design Statement (VDS) for the community. A Village Design Statement is a planning document, intended to give advice and guidance to anyone who is considering any form of development in the village no matter how large or small. It sets out elements that make up local character in order to improve the quality of design in any new development. It covers relatively straightforward work such as replacing doors and windows as well as more significant work such as building extensions and new buildings.

Local people have been surveying the village and have put together documents, making it clear to developers what the local character is.

The Riccall Village Design Statement is available for public consultation until 12th September 2011. After this date, it will be adopted in to the new Local Development Framework.

Summer Skate Success

Wednesday 24th August, saw the annual 'Skate Training Day' at Riccall Skate Park. The day is financed by Riccall Parish Council as part of a commitment to training young people to use the Skate Park safely and have fun whilst developing their skating skills. Popcorn Sk8 SAFE ran three beginner training sessions with groups of young people, followed by a 'board art' session, allowing those that booked a place to customise their own board.

The Council is keen to continue developing skate training for local young people and would like to talk to any adult, willing to be trained as a coach. You don't need to be a skater - please do get in touch and find out more.

Free Skate Training at Riccall Skate Park

Wednesday 24th August 2011

The sessions are free of charge to local young people and the day is being financed by Riccall Parish Council as part of its commitment to young people in Riccall. All sessions must be booked and with limited numbers available, will be allocated on a first come, first served basis. Priority will be given to young people living in Riccall, but we anticipate some available spaces for those that use Riccall Skate Park but live elsewhere.

Spare pads, helmets and boards will be available on the day but please bring your own if you have them.

Beginner session 1 (absolute beginners - Primary School age and above) 10am - 11am

Beginner session 2 (done a bit of skating) 11am - 12.30pm

Intermediate session (can drop in - or nearly - and want new tricks) 1pm - 2pm

Also new for this year 'Board Art' 2pm - 3pm. Decorate a board and keep it (10 spaces available - £10 charge for this session but you keep the board!)

SADPD consultation deadline extended due to public demand

Selby District Council has extended the deadline for responses to the Site Allocation Development Plan Document (SADPD). Residents now have until 18th April 2011 to submit responses to the District Council.

The document sets out potential development sites and criteria for selecting which are the most suitable;for example where business development should be focused and where land should be considered for other uses. When finished, the document will create a framework for future development in the Selby district, which will be followed by individual planning applications that sort out the detail.

As part of this consultation the District Council is looking at the criteria to be applied to determine the suitability of potential sites for Gypsy and Traveller pitches. The Council is seeking a site to provide ten new pitches;the aim of the consultation is to identify the key issues to be considered in deciding whether a particular piece of land is suitable in principle. Importantly, no planning applications have been submitted on these sites; it is just the first stage in an exercise to find possible sites.

Precept for 2011/12

The Parish Council has increased the precept for 2011/12 by 13%, which in monetary terms is £9167 more than in 2010/11. It was a very difficult decision based on the current economic climate and based on what was needed to stand still and continue with existing services as a Council. The main reason for the increase in the Riccall precept is that it became unrealistic during 2010 for our Clerk and Finance Officer to continue running the Council office from home, as she has done for many years. This was due to the growing nature of the workload, project work and regular meetings. A decision was taken early last year, to move into an office at the Regen Centre from October 2010 and to take on some additional administrative assistance from April 2011.

The office rental, potential employment of an administrative assistant (being recruited at present) and associated equipment costs equate to the increase in precept this year. Street lighting costs have risen significantly, due to a re-assessment by NE Power. We are currently looking at entering into a partnership arrangement with NYCC, so that we can get our streetlighting more economically. The Council has made some cuts to try and keep the precept as realistic as possible in this transitional year for us.

The Council is aware that per household the precept in Riccall is more expensive than in some of the other local parishes but would defend this by asking residents to look at what we have on offer in Riccall and what work is continually happening to improve the village and community life in general.

A19 diversion at Riccall junction 14th - 18th March 2011

Work is planned to resurface the A19 carriagway from the A163 to the Riccall junction and will commence on Monday 14th March 2011 and be complete by Friday 18th March 2011. A full road closure will be in operation from 7am to 5pm and a diversion will be used where pssible (see map). In the location where a diverion can not be established a 10mph speed limit and convoy control will be deployed between 9.30am and 3.30pm.

Protect your cycle - NY Police Operation Unit

Traffic disruption in the Selby area

During February, three highway schemes are due to start within Selby and surrounding area, which will have an impact on traffic within the town. The Highways department has stated that disruption and delays to vehicle and pedestrian traffic within the town will be inevitable but that every effort will be made to keep this to a minimum.

Toll Bridge

Structural repair work begins on 14th Feb 2011 and completion is due before the end of May 2011. The steel support structures of the bridge have deteriorated, through rust and corrosion and as a result its assessed capacity is below what is required to carry the maximum permitted vehicle weight for commercial vehicles.

Pedestrian access will be maintained for the first week of the work programme but the bridge will need to be in an open position for six weeks starting from 21st February 2011. During the six week closure to pedestrians, a free bus service is being provided. Arriva buses will run from 5am - midnight collecting passengers from Selby Bus Station with drop off points from BOCM roundabout along Barlby Rd up to the North of the bridge.

Vehicular traffic over the canal swing bridge will be temporarily restricted to one way with pedestrian access maintained both ways.

'No Waiting' restrictions at any time will be in place on Barlby Rd to allow for the buses to park and passengers to safely embark and 'No Parking' restrictions within the junction at Bridge Court will be in place to allow the buses to safely turn around.

A19 / Doncaster Rd (Selby Community Project)

Work begins on 15th February 2011 and is scheduled to be completed before 17th April 2011. Improvements are required for access to Selby's new community hospital and civic centre development. Works will include a new mini roundabout and raised table zebra crossing. Temporary traffic signals will be in place and a road closure will be necessary on two Sundays towards the end of the works programme. The existing hospital entrance will remain in use throughout the construction work, although access may be restricted for short periods to complete certain aspects of the project.

When not required the temporary traffic signals will be removed

An alternative route will be signed from the by-pass to divert traffic in to the town, alleviateing some of the congestion.

Boothferry Bridge

These works are the responsibility of East Riding of Yorkshire Council. Structural repair work starts on 28th February 2011 and should be complete before 8th May 2011.

When the M62 Ouse Bridge is closed due to high winds or a major incident, motorway traffic is directed to a tactical diversion. However, drivers may use the A63 as an alternative route, which would cause congestion at the A63 / A19 Osgodby junction.

To alleviate a build up of traffic on the A63 there will be:

'Left turn only' at the A19/A63 junction with north bound traffic having to go to the Greencore roundabout.

Cones will be in place down the centre of the road from the junction to the roundabout to deter 'U' turns.

There will be a full road closure of Highfield View, Barlby at the A19/A63 junction to reduce accidents.

Temporary traffic signals will be provided at the junction and brought into opertaion if the M62 is closed.

Selby Toll Bridge to close for repairs

The toll bridge on Barlby Rd, Selby will be closed to traffic between 24th January 2011 and 29th July 2011 due to bridge repairs. The work should take around 14 weeks during this period of time.

A shuttle bus service for pedestrians will be provided during parts of the closure period and at all other times the pedestrain access will be maintained.

Over the next 5 years, BT is rolling out superfast fibre optic broadband across the UK. If you're not on the announced roll out plan - the race to infinity gives you the opportunity to fast track your area to get BT Infinity next. The five areas with the largest percentage of votes by December 31st 2010 will win the chance to bring superfast broadband to their area. BT will also donate £5000 of computer equipment to a local community project.

The unused piece of safety surfacing at Riccall Park (site of the old baby swings) has been transformed into a 'snakes and ladders' style grid using a 'Vikings and Swords' theme. The theme and design were created by Riccall Primary School pupil John Battye, who won a competition launched by the Council earlier this year, netting himself a WH Smith voucher plus of course the honour of creating a feature within his own community!

Riccall artist Neil Spilman kindly volunteered his services to bring the design to life and worked with Council Clerk Lindsey Ryan and various young people to spray paint the area. Young artist John (pictured) also joined in with the fun.

Feel free to take along your own dice, using yourself as the counter and enjoy!

Sign the petition - protest against the proposed closure of Selby Magistrates Court

Sign the petition in Riccall Post Office if you wish to protest against the proposed closure of Selby Magistrates Court. Selby South ward member Doreen Davies has organised the petition and aims to get thousands of signatures to try and fight the court closure. Selby and Ainsty MP Nigel Adams said 'I maintain that to spend so much money on a building to then close it would be a big mistake. Closure now would be a backward step.'

Summer Skate - Riccall Skate Park on August 10th - sign up now!

The day will consist of two beginner sessions, followed by an intermediate session. All sessions are run by Sarah Agar from Skate Safe and will take place at Riccall Skate Park.

The sessions are free of charge to local young people and the day is financed by Riccall Parish Council as part of its commitment to young people in Riccall. All sessions must be booked and with limited numbers available, will be allocated on a first come, first served basis. Priority will be given to young people living in Riccall but we anticipate some available spaces for those that use Riccall Skate Park but live elsewhere.

Spare pads, helmets and boards will be available on the day but feel free to bring your own.

Beginner session 1 (absolute beginners) 10am - 11am (15 places)

Beginner session 2 (done a bit of skating?) 11am - 12.30pm (15 places)

Intermediate session (can drop in or nearly drop in and want to learn new tricks?) 1pm - 3pm (15 places)

Quality Status awarded to Riccall Parish Council

The Council was delighted to hear recently that it had been awarded 'Quality Status.' The aim of this scheme has always been to promote benchmark minimum standards for Parish and Town Councils and to help Councils achieve even higher levels of professionalism and help to cement their position as community leaders.

Riccall Parish Council submitted a portfolio of evidence showing information on policies, procedures, annual reports, electoral mandates, meetings, communication and community engagement, accounts, code of conduct, promoting local democracy and citizenship, on-going training and the professional qualifications of the Clerk and Finance Officer. The information was assessed by an independant panel of experts, who congratulated Riccall Parish Council on a 'very good application' and who were pleased to award the benchmark of 'Quality Status.'

Riccall Parish Council is now recognised as being within the top 4% of local councils nationally. We are very proud of the Council and of our Community in Riccall and hope that you are too.

Local MP Nigel Adams said, \"I am not surprised that Riccall Parish Council has been awarded this status and I congratulate them on this great achievement. Riccall is an excellent example of how Parish Councils should engage with local residents.\"

Planning permission granted for the Westfield junior football project

Planning permission has now been granted for the development of junior football facilities on Westfield in Riccall. An updated feasibility study has been completed and a topographical survey of the land is taking place shortly. The Council will shortly be going out to tender for the project and applying for funding. Initial meetings with the FA have been positive and meetings with Riccall Utd Junior FC continue as the Council and the Club work together with a common aim. A19 delays ahead

City of York Council is to undertake major maintenance work at the A19 between the A64 interchange and the Council boundary near Escrick. The work involves the installation of a new highway drainage system followed by reconstruction and resurfacing of the carriageway. At the same time, the carriageway will be widened at Deighton village. Work begins on 7th June and is programmed to take 16 weeks working evry day including weekends between 6am and 10pm under 24 hr temporary traffic signals. As work progresses, carriageway reconstruction and resurfacing will follow on as and when required, working Monday to Friday overnight between 9pm and 6am. In order to carry out this night time work, phased road closures will be necessary with signed diversion routes for local traffic. Free training session on reducing food waste

Westfield project - plans submitted

Plans were submitted to Selby District Council today, applying for Planning Permission to change the use of Westfield in Riccall allowing the development of junior football facilities. A feasibility study on the project is being updated and quotes will be gathered shortly. Help us to design a crest for Riccall Parish Council

The Council is running a competition, in the hope that our creative community can design a crest for Riccall Parish Council. The crest should be based around the history of Riccall, coupled with our modern day community. We would also like your help to design a new sign for the Recreation Ground, now that all of the facilities are in place. The sign could be a mix of the equipment available at the park or we are open to suggestions. Again, please send any entries to Lindsey Ryan before 30th April 2010.

In an effort to support its community groups, the Parish Council would like to encourage applications for small grants, up to a maximum of £500. You will need to clearly demonstrate why you need the funding and complete an application form.

Young Riccall resident set to branch out

Callum Finn presented his business ideas to Riccall Parish Council in February. He has set up his own business, aiming to make furniture out of trees that have to be felled. Inspired by the felling of a huge Chestnut tree in Riccall, Callum took his ideas to the 'Selby Dragon Tamers' competition, presenting to around 200 business men and women and coming home to Riccall with second prize. A student at Barlby High School, Callum was thrilled to inform the Council that his school won both first and second prize in the competition.

The Council was very impressed with Callum's ideas and presentation and is going to ask him to give an update later in the year.

Riccall is currently reviewing it's Emergency Plan with the help of senior NYCC Emergency Planning Officer Simon Wright. A focus group was held in January and as a result the plan will be re-written, bringing it up to date and changing some of the current procedures.
